Too much time was spent on the venue but the venue (and its restrictions) actually helped us determine quite the following things quite easily:
1. The date of the event - There was only one date where the venue was available, so we took that day.
2. The caterer - We could only choose from a list of selected caterers. Though there were many choices, there were none that caught our eye except for one whose sister company is the one we wanted all along. Fortunately, the caterer agreed to serve us with their sister company's menu.
3. The time of the event - Now, this was not good for they had only two fixed slots. We opted to pay additional to start the party 2 hours earlier.
4. The decoration - Minimal decorations could be done in the hall. We were left with very limited choices of decorations. I'm currently working on it. I've found two sources and is waiting for the price of one to come in so that I could compare between the two.
5. The type of activities that could be done within the premises were also very restricted. We managed to negotiate with them on something that fits our theme. DC is working on this now. He's found a few suppliers and is deciding on which one to take.
The theme has long been decided. So, I worked along the theme and created an invitation card to send out to our guests. And, the card is done yesterday and okayed by DC today! :)
Next step would be to send out the invites, order a cake, and start buying favors for the guests. And, we will also get another set of favors for the celebration at A's childcare centre! 2.5 weeks more! Busy Busy!
The To do list:
7. Send out invites.

10. Buy/make decorations.
11. Order birthday cake.
12. Buy party favors.
